FALCONI has supported Guatemala’s Public Prosecutor’s Office concerning a diagnosis to identify opportunities to improve the efficiency of the country’s criminal justice system, helping it to reduce crime.
The launch of Guatemala’s National Public Safety Policy, which takes this diagnosis into consideration, took place at a public ceremony on August 10, when Mr. Vinicius Brum delivered a lecture about the stages of the process. He is a member of FALCONI and is coordinating this project.
“We use a methodology based on the collection of official data and statistics. Next, we measure the levels of productivity and efficiency of every institution and understand how the results of one interfere in the performance of the others – with a systemic vision. This is one of the main paradigm shifts when it comes to improving the Criminal Justice System. One cannot view public institutions in isolation: improving the performance of one without the others keeping up can cause the system to collapse and reduce its overall efficiency. There must be a joint and permanent effort, especially to reduce the disadvantages accumulated as a result of poor performance in previous years. Finding a balance among the proposals for improvement by understanding today’s and tomorrow’s priorities produces feasible goals and more concrete and sustainable results”, he said.
Apart from FALCONI, the following institutions participated in the study: the Public Safety Coalition, the National Center for Economic Research (Cien), and Guatemala’s Development Foundation (Fundesa). The study was conducted by the country’s Public Prosecutor’s Office, a Judicial Body, the National Civil Police, the National Institute of Forensic Sciences, the Institute of Criminal Public Defense, and the country’s Home Office.
The Federal Attorney General and Chief Public Prosecutor, Thelma Aldana, stated that this project will help to reduce crime and will guarantee Guatemalans immediate and complete justice, in cooperation with civil society and government institutions.
